Allan T. Ingraham, Principal at Economics Incorporated, is an expert on auction strategy and statistical analysis. He has participated in dozens of high stakes auctions, many of which have been auctions for radio spectrum, and has performed statistical analyses in numerous regulatory and litigation matters. Representative services provided to clients have included:

  • Strategic advice to bidders competing in high-stakes auctions
  • Analysis of combinatorial clock auction rules, strategies, and outcomes
  • Analysis of simultaneous multi-round auction rules, strategies, and outcomes

Engagements

Dr. Ingraham recently advised EE on auction strategy in preparation for and during the UK LTE Auction, which used an innovative combinatorial clock auction design. EE won more paired spectrum than any participant in the auction and paid a lower price per pop for comparable spectrum than any winning bidder. Results from the auction are available at Ofcom’s website.

Dr. Ingraham advised CSL in the 2013 Hong Kong 2.5 GHz auction. CSL won spectrum adjacent to its existing block and paid the average price at auction for that block. A list of all winning bidders is available from telegraphy.com.
